Description (partial)

Symptom:
One of the failover servers is down, but the partner is still in NORMAL state for a long time (many minutes).

Conditions:
The interface used in failover TCP connection is administratively brought down, a firewall is inserted that prevents packet delivery of the active session, or the partner was powered down or crashed but was not restarted.
