Description (partial)

Symptom:
Remove the CGN instance using no service cgn  and then rollback the configuration.
During the rollback configuration, the config failed to msg is displayed, but the commit is successful.
RP/0/RSP1/CPU0:Nov 17 14:47:43.990 : cgn_ma[1079]: %SERVICES-CGN-3-CORE_FAIL : Configuration failed to apply for cgn 'vcgn1'. Use 'show cgn trace master-agent apply reverse'command for failure details.
After this, observe that the show command for nat44 fails with ?error, operation not permitted?, NAT64 displays wrong address pool, DS-lite shows 0 address pool.
Traffic does not flow for any of the features.

Conditions:
This issue is specific SIT testbed it's not reproducible in different testbeds.
