Description (partial)

Symptom:
When adding a new job, the default runtime user for an agent can be set to "user X" and is a choice initially even if the current owner of the job does not have permission to use the runtime user.

Conditions:
6.2.1.82 java client

Recreate:

1.) Create an agent with default runtime user "X"
2.) Add the agent to workgroup "Y", but not the runtime user X
3.) Create a new job under no other group, go to the run tab, and set the owner to workgroup Y
4.) Set the agent to the one created in #1
5.) The default runtime user will be filled in even though the workgroup does not have access to this runtime user
6.) Clicking the runtime user dropdown, choosing another, and clicking the dropdown again removes this as a choice, reinforcing that the runtime user should not be a choice initially.
