Description (partial)

Symptom:
While doing performance testing with different devices including laptops and mobile devices, the Huawei X1 was consistently showing lower performance (measured as TCP throughput using the IxChariot) than the other clients.

The issue has been isolated to the Block-Ack policy negotiation on the downstream; the client declines the first two ADDBA attempts made by the AP and at this point the AP is not doing aggregation in the downstream.

This bug is to track the work done to modify the radio state machine to adapt around this specific client behavior, introducing more ADDBA retries.
