Description (partial)

If an operator leaves the F2 Presence window open for a duration of time covering when the server completes its load balancing work, the BLF status will fail to update for the referenced contact until the operator logs out of the application and relaunches it again.

The F2 presence window must be open while the server load balancing process completes. This would not be apparent from an operator perspective, they would just notice that following this process completion that BLF is not updated for the referenced contact.
