There is some conflicting information in docs out there. Customer was experiencing a fault: sam:dme:fltEquipmentChassisPowerProblem

was provided by the SCH team to determine what callhome's open cases or not

This doc:
Says "conditional" for everything, which is not helpful

and this doc:
says we should open a case...
