Description (partial)

Symptom:
Unable to dump logs using the dumplog utility with the following error:-

"Attempting to open output file.: Permission denied"

Conditions:
Under UAC (User Account Control) enabled environments, where a non-administrator tries to dump logs for a component with the "/o" switch, resulting in an attempt to over write a pre-existing log file with the same name.
