Description (partial)

Symptom:
Static route to DHCP provider's subnet not deleted from the consumer's private network after deleting the contract and the DHCP label from consumer Bridge Domain (fv::BD).

Conditions:
fv::BD from multiple private networks consuming DHCP from a provider configured in another private network.

Once all fv::BD from one of the private network stops talking to the DHCP provider i.e. the dhcp::Lbl is deleted from the fv::BD, then static route to the DHCP provider's subnet is not deleted from that private network.
