Description (partial)

Symptom:
invalid-vlan fault is given on an EPG after associating to an EPG. But, all of the port groups are pushed to the vCenter.

Conditions:
1)1 Single AEP
2)1 Single VLAN pool (198 VLANs)
3)5 VMM domains which are all mapped to the same AEP from #1
4)120 EPGs associated with each VMM domain (600 EPG total)
-This causes an issue because there are more total EPGs than total VLANs. So:
5)Create 5 identical VLAN pools with VLANs from #2
6)Remove all EPG associations
7)Associate VMM1 with VLAN_Pool1 and VMM2 with VLAN_Pool2, etc
8)Associate all EPGs with their VMM domains as in #4
