Description (partial)

Symptom:
In ISE 1.3, if you create a new AuthZ rule without defining a permission, the rule is removed when you click save. This is a regression in behavior from earlier codes. In 1.2.1 and earlier, it would prompt with the error message "Please add at least one profile for policy Example Policy 1". 
In ISE 1.3 P2, same error is prompted, if you create a new AuthZ rule without defining a permission.
