Description (partial)

Customer is running 15.2.4M6a. Outbound dialer call flow:

When CUBE detects human voice through CPA, dialer sends CUBE a SIP Refer message to transfer to agent. Agent phone is set to automatically answer the call. When call is answered, intermittently (actually most of the times) CUBE does not forward the RTP stream from provider to the agent phone, although:

- Debug shows audio is properly bridged between the PSTN call leg and agent call leg
- "Show call active voice brief" shows tx and rx increasing on the PSTN leg, while tx is 0 on the agent call leg
- No transcoder invoked after the transfer to agent
- Packet capture shows RTP stream reaching the CUBE from provider

Customer tried upgrading to 15.3.3M4, and issue no longer occurs.

Running outbound dialer (CPA) on CUBE, and using 15.2.4M6a
