Description (partial)

Symptom:
In AP module, when the dscp2q is enabled, when the custom thresholds are allocated to all the dscp and cos values in the queuing policy, the policy application to the port fails.

Conditions:
The dscp queuing should be enabled. 
The policy should have had proper thresholds (2 thresholds max) allocated to all the COS and DSCP allocated to the respective queue.
