Description (partial)

Symptom:
Cannot access outbound campaigns page in CCX app admin interface

Conditions:
On accessing outbound campaign page, an error is displayed that the number of outbound seat  is not configured in system parameters page. 
On clicking ok on this alert, the page is redirected to the system parameters page, but a valid value is set of for number of outbound seats.
