Cisco Bug: CSCur71082 - Powercycling APIC without graceful shutdown could corrupt files system

Symptom: IFC is rebooted using CIMC power reboot. On reboot the system enters into fsck due to corrupted disk . On recovery of APIC some service crashes multiple times and stops permanently.
