Description (partial)

Symptom:
Remote IDC user will not be able to CLEAR or ACK an Emergency Alert received on a Native ISSI Channel

Conditions:
1. Install IPICS 4.9 with ISSI, two local ISSI channels, 2 remote channels (TG1 and TG2) and a Remote IDC
2. power on TG1 on Remote-IDC in Native Mode
3. Press the EMG button on the EFJ portable radio and check the Alert on the channel details page on IDC
4. Check the Remote IDC Emergency window for any new alerts, notice that EMG could not be cleared from Native ISSI Channel powered on Remote-IDC unless the channel is powered off. The clear and ack buttons are grayed out, after power cycling the channel EMG alert was not showing on IDC.
5. Multicast IDC will not suffer from this issue.
