Description (partial)

Symptom:
Procedure:
1. Open sample app
2. Click 'Allow' on ACD window
3. Turn on local preview(Open preview on Chrome)
4. Plug out capture device
5. Plug in capture device

Expected Result:
1. After step 5 local preview should recover

Actual Result:
1. Local preview is not recovering(no video from local capture device)

Conditions:
1. Plug-in version Release 9.3(1),9.3(0) is installed on windows 
2. CUCM/CUP 8.6, CUCM/CUP 9.1, CUCM/CUP 10.0, CUCM/CUP 10.5 used
3. Browsers: IE11, Chrome, Firefox
4. Only one capture device available
