Symptom:
If a device model is being updated, the admin can select items out of scope for the item being updated. For example, when a SIP trunk at the customer HN is updated, the admin should not be allowed to select a CSS that exists on one of the customer's sites. This violates the HN scoping feature.

Conditions:
