Cisco Bug: CSCur66246 - H.323 gateway shows down when running on multiple nodes cause code 41

Symptom: The outbound calls via H323 Gateway (RL member) fails with the RouteList exhausted alarm. Conditions: Multiple H323 GWs are configured on the cluster and GWs are running on multiple nodes. When atleast 2 of the nodes where a H323 GW instance is registered, are reset one after the other. A different GW reset, might mark the wrong H323 GW to be down. This causes call failures to the Gateway in those nodes. This is a race condition and doesn't happen always.
