Description (partial)

Symptom:
Currently captive portal is detected based on two

Conditions:
1) SSL needs to succeed (or at least on fail after Server Hello)
2) HTTP probe needs to return value different than 302

Captive portal won't be detected, not allowing for remediation effectively making end-users without access to network.

Conditions:
- Fail-close with remediation set to x minutes
- SSL fails after Client Hello (FIN is sent)
