Description (partial)

Symptom:
Layer 2 Control Plane packets (STP / CDP) are not forwarded when ME-3600X box is acting like a NPE.
In this Setup ME-3600X is receiving STP packets from another NPE, however, it is not able to replicate packets to a different Pseudowire (towards uPE - even when split-horizon is disabled) on this PW.

H-VPLS setup (VPLS config on NPE and ME-3600 and P-2-P config on uPE)

Host 1, host 2 and host 3 can ping each other, however, CDP STP packets from host1 cannot reach host 3.
Similarly CDP / STP (other L2CP packets) cannot reach host 1 from host3.

ME-3600X is not able to replicate these packets and then send them across to other PWs.

Conditions:
This problem is seen when ME-3600X has to replicate packets from one PW to another. 
In a H-VPLS setup we do not configure Full mesh of PWs and in this case we rely on ME-3600 box to replicate packets for us.
