Description (partial)

Symptom:
If packet triggered session is cleared either via clear subscriber command or via a CoA while it is sending traffic,
the session will be placed under a penalty bucket for 2 minutes in order to prevent it to burn resources.

This 2 minute delay is not configurable nor it is possible to disable it, which breaks customer workflow.

Conditions:
Clear a session while it is sending traffic
