Symptom: CUCM Travis(Golden Bridge Testing) The inbound leg on SME is stuck due to outbound/inbound UPDATE without SDP during BEEO call. Conditions: Callflow: Phone1 > cucm1 -> tls-beeo -> SME -> tcp-beeo> CUBE -> PSTN -> PSTN GW -> cucm1 -> Phone2 cucm1 sends an update w/o sdp. cucm1 receives an update w/o sdp. Since media is not involved, there is no glare, and the incoming update is processed by cc. However, when the response to the update is being returned, it is reported by sip layer to stack as a media event. This triggers code to determine whether a media update can be sent in this state, and since we already have an outbound transaction (update) the stack thinks that it can't send another 1, and so queues the update response, presumably until it gets the response to the update it sent. Since the peer is doing the same thing, neither ever returns a response, and the call hangs.
