Symptom:
dscp/dot1p rules with CSx value fails when downgrading image

Conditions:
When DSCP/DOt1p rules have CSx ( ie DSCP values 0, 8 , 16 etc corresponding to CS0, CS1 etc ) values in either "from" or "to" or "target" , then when downgrading the image  to 1.0.1 causes those rules to removed from IFC but remain on ToR with invalid state.
