Description (partial)

Symptom:
In steady state, confd_helper restarts and then confd exits with the following critical error message.
%MGBL-CONFD_HELPER-2-CRITICAL_ERROR : Received signal for ConfD exit (pid=3020, status=15)

This issue impacts only NCS 6000 and 4000 series routers and will not impact network traffic, but may log the user out of the sysadmin prompt.

Conditions:
The issue is intermittent and can happen when the router is in steady state.
