Description (partial)

Symptom:
Openflex takes around 2-3 minutes to come up to Status 12 (Active) when a ESXi host is moved from an AVS in any mode (VLAN LS, VXLAN LS and VXLAN NS) to AVS to a different mode other than the one from where it has been moved.

Conditions:
This may happen in a Multiple AVS scenario where we have more than one AVS of a different mode (VLANLS, VXLAN LS and VXLAN NS).
