Description (partial)

Symptom:
When a line is on hold and the busy trigger for that line is set to 1 and forward busy internal/external is set to forward to the next line, lifting the handset on the phone doesn't answer the incoming call.

If the 1st line isn't on hold but just in use by a different phone (shared line) then picking up the handset will answer the incoming call.

Conditions:
Busy trigger set to 1 and forward busy is configured to forward to the next line.
The line is on hold and get forwarded to the next line
