Cisco Bug: CSCur61642 - No DBR from SAE-GW for Charging-Rule-Remove, hanging audio/video bearer

Symptom: IMS UE may experience hanging dedicated bearer situation with VoLTE IR.94 (video) call. Conditions: Subscriber has IMS IR.94 call with audio and video bearers established. During SRVCC handover from LTE to S4-SGSN, MME sends DBCommand and GW sends DBReq to delete the dedicated bearers, but MME doesn't send DBResponse back. UE moves back to EUTRAN another SIP call is made and dedicated bearers established. When UE sends SIP BYE and Gx RAR comes with Charging-Rule-Remove to remove all dedicated bearer rules, ASR StarOS 14.0 SAE-GW doesn't send DBReq to initiate deletion and dedicated bearers are in hang state.
