Description (partial)

Symptom:
When the main interface is connected the cable,main and sub interfaces become up
and interfaces' bandwidth are changed, but the DLY(delay) of sub interface isn't changed with main interface's DLY.

Conditions:
-Speed auto-negotiation is configured in main interface and there is a sub-interface.
-the issue was found in 15.4(3)M1
