Description (partial)

Symptom:
Hub cluster will not process all the URI learned from Spoke cluster.

update:
Additional symptoms:
Cluster B advertising ILS to Cluster A, Cluster A experiences a spike in CPU (as high as 80+%) on regular intervals related to the synchronization schedule.  In one case, the CPU spikes were seen every 60 second due to sync schedule.

Conditions:
If any of the directory uri has special characters like apostrophe. :@<>#"{}|\^[]'`  ,

To identify this is a problem search the NumPlan ILS Spoke.*.csv files for any of these special characters. such as us{r@example.com
