Description (partial)

Symptom:
On a device with the IOS Shell enabled, a unprivileged user can create a script that will crash the router. The user can repeat this procedure in
order to cause a service outage or denial of service. 
Conditions:
The IOS Shell must be available to the user through the command ''terminal shell''.
