Symptom:
In PRSM, the "allowed malicious transactions" counter will increase whenever a TLS socket is opened and closed to a destination with a low reputation when no properly formed HTTP GET requests are sent through the connection.  This is an enhancement request to modify the web reputation threshold for which this counter will increase.
