Symptom:
Unable to run the following commands from CUCM Admin CLI:

admin:utils service restart System SSH 

    *** WARNING ***

    Restarting the service System SSH will not terminate the active SSH sessions.

    Please press <Enter> to continue or <ctrl>-c to cancel.

Error Stopping Service System SSH
Error Starting Service System SSH

admin:utils service stop System SSH 

    *** WARNING ***

    Stopping the service System SSH will not terminate the active SSH sessions,
    however any new request for the SSH session will be denied by the system.
    The SSH service will need to be restarted in order to resume service.
