Description (partial)

Symptom:
After logged in user is moved from PUB node to SUB node in failover/fallback, PUB user is disappeared from contact list of local users (SUB1 and SUB2).

Conditions:
Publisher and two Subscribers in the cluster. 
IMaddress scheme is DirectoryURI.

Issue occurred in different cases:
- After assigning  logged in user from PUB to SUB node, PUB user is disappeared from contact list of SUB
- When Presence Engine is stopped on PUB node. After failover PUB user disappeared from contact list of SUB user
- When Service Recovery Manager stopped on PUB node. After failover PUB user disappeared from contact list of SUB user
- XCP router is stopped on PUB node (failover occurs, PUB user did not disappeared from SUB user contact list). XCP Router is started (including all XCP services). After fallback on PUB, PUB user disappeared from contact list of SUB user
- After manual failover on PUB, PUB user did not disappeared from SUB contact list. After manual Fallback PUB user disappeared from contact list of SUB user
