Description (partial)

Unpredictable behavior when "load-balance" enabled.

Observed with dual-router remote-sites with PfRv3 with auto-tunnels. Several routers were dropping traffic received thru the auto-tunnels which caused device to become unreachable.

In this test case, the traffic class was SSH traffic with DSCP=0.

Similarly, ISR-WAAS became unreachable from WAAS central manager.
