Symptom:
Details:
Partner uses the bulkloader sheet to add users to CUCDM. The bulkloader completes successfully. However, when these users are shown in the User Management page, certain Turkish characters are displayed as ? mark. Customer confirms that these characters can be edited in the User Management page, and saved successfully. Apparently, customer expects the Turkish support in Web Admin GUI the same as in bulkloader. These Turkish characters can be found in the attached bulkloader sheet as attachment of this bug.


Steps to Reproduce:
1. Creat the users using the bulkloader sheet attached. 
2. Bulkloader completes successfully
3. Examine these users in Web Admin GUI

Some characters are displayed as ?

Expected Results:
All characters are displayed in Turkish
