Description (partial)

Symptom:
On a full deployment setup (HA), there is typically more than 1 load balance nodes. In some casde on Sy interface each load balance node connects individually to a remote Sy Prime Realm.
When the Sy -Prime Realm connection goes down or comes back up, an SNMP event/alarm for each load balancer node is expected. Howevere there is only 1 seen from one of the load balancers.

Conditions:
1. Diameter Connection on Sy-Prime interface goes down.
2. Diameter Connection on Sy-Prime interface comes back up.

This is observed in the case when both Load Balancer's connect to the same Sy-Prime Realm.
