Description (partial)

Symptom:
Customers attempting to use a maximum message size of 25MB for CRES encryption and then attempt to send a message of 18 - 25 MB, will have their emails be rejected by the encryption engine because the maximum message size is too large.

Conditions:
* Customer sets the Email Security Appliance (ESA) to accept a maximum message size of 25MB.
* Customer attempts to send a message larger than 17MB through the encryption engine.
