Description (partial)

Symptom:
FEX ports flap immediately after VPC role-change happens and former Primary comes up/boots back.

Conditions:
1. Have FEX host ports configured as LACP port-channel members to downstream server
2. LACP is not enabled on end-host (so, LACP Port-channel is not formed), thus ports come up as lacp-individual
3. Primary VPC peer crashes/reloads
