Description (partial)

Symptom:
MPLS VPN traffic to aggregate label is dropped on NP counter RSV_DROP_IPV4_RXADJ_DROP. 
 
 This issue is seen when IPv4 and IPv6 Aggregate labels  (such as label assigned for a VRF)
 flap continuously or are removed from a line card due to a configuration change resulting in an SVD role change.

Conditions:
ASR9K MPLS VPN PE running 5.1.2
