Symptom: Workflows do not run in expected sequence after a Notification Service restart. Conditions: Workflows configured to trigger on make call and answer call. Agent A answers a routed call and then consults another agent B Notification service gets restarted After reconnecting, no workflows are executed for agent A for the consult call, because CTI starts sending only one of the call dialogs right away, which confuses the WorkflowEngine.
