Description (partial)

Symptom:
L3 switched packets that need to cross a vPC peer-link will be dropped with the buffer boost feature enabled under certain circumstances.

Also Port-channel consistency will fail.

sh consistency-checker membership port-channels 
Checks: Trunk group and trunk membership table.
Consistency Check: FAILED

Conditions:
Local interface of vPC  is down. So traffic after L3 switch need to cross vPC peer link to  remote vPC "UP" on peer.

Only for 9564TX/9564PX/9536PQ and TOR -N9K-C93128TX N9K-C9396PX
