Description (partial)

Symptom:
BGP peers fail to establish between CISCO AND DI chassis when using multiple IP address on the same subnet on different physical interfaces as the local BGP endpoints and remote endpoint being a loopback.

Also, A BGP peer that has endpoint tied to port 3/11, can go down when a port shutdown is done on port 6/11.

Conditions:
Establishing BGP peers and looked at ARP tables on the router. Problem was not seen in later builds.
