Symptom:
Global Service Profile fails to associate with "Failed to copy images" error

We will notice following error in svc_sam_dcos log file of UCSM techsupport bundle

[CRIT][0xad7efb90][Oct 31 02:08:35.146][app_sam_dcosAG:CopyExt] Script output: @ERROR: chroot failed
rsync error: error starting client-server protocol (code 5) @ERROR: chroot failed

rsync error: error starting client-server protocol (code 5) Rsync of /bootflash/externalrep failed, exit code 5

Conditions:
It happens when 
- Global service profile is associated with host firmware package policy 
- FI already has B series package files 
- " externalrep " folder is not present under /bootflash of Fabric Interconnect
