Description (partial)

Symptom:
During QPS attempt to refresh BGAN FAP balance for a site SVN with BganMonthlyFapVolume=0 its balance gets corrupt or missing, thus making all subsequent calls from it fail (PCRF returns 5012 UNABLE_TO_COMPLY in CCA-i) as well as making it impossible to open SPR entry for that site SVN in CC as shown in the screenshot attached, until the entry is manually removed (and auto-reprovisioned with the next call). Value 0 is default one meaning "No FAP", so it should also be supported as initially requested in one of our use cases submitted alongside BGAN FAP feature request a long time ago.

Initial autoprovisioning is unaffected by this isssue.

Conditions:
Occurs at the very first attempt of refreshing the balance
