Symptom:
EIGRP flaps up and down in a large scale network, when there is a 
lot of data to be sent.

Conditions:
In an EIGRP network that has a large number of peers on a single 
interface, EIGRP might stop sending data to peers. This causes a flap due to 
packets not being acknowledged.
