Description (partial)

In our current fcoe implementation we check out a fcf mac address from a pool of fcf  mac addreses when a 
ethernet port-channel is created. 
Regardless if we bind a vfc interface to this port-channel or not.

This imposes unnecessary restrictions to the fcoe configuration / implementation.
