Description (partial)

Symptom:
PTP packets are exchanging between slave and master even though the stream at slave has been deleted.

Conditions:
1. Remove only  "clock source" from the PTP configs, rather than the complete PTP configs.
2. When deleted, the stream is still active. 
3. If clock source is again configured with the same master IP, two streams are created with same master's loopback.
