Description (partial)

Symptom:
LCC : Log collection jobs remain "In Progress" state.

Conditions:
Issue 1:

Sometimes when we try to collect logs for some device( for ex IM&P) , for default call trace template, log collection jobs remain in "InProgress" state for long time let's say 2-3 hours, although there are no components for that device  for which logs can be collected.

And due to which when so many jobs remain in "InProgress" state, it's not possible to collect new log files for devices.

Steps to Reproduce :
1. Navigate to Operate --> LCC
2. Select an IM&P or Unity connection or IM&P and unity connection both, and click collect logs.
3. Select default call trace template from use template drop down, and collect logs.
4. Try to collect logs multiple times instantly before waiting for earlier log collection jobs to be over.

We can see that few jobs remains in In Progress status and remains in that status for long time.

If possible please try to cover/check for other scenarios as well.

NOTE : This defect has been created separately as a part of defect "CSCur26951" due to consider it as a different issue.
