Description (partial)

Symptom:
When the VPWS (XC) PW is brought down (either by AC sub-interface or Physical port admin-down), ASR9K sends pw-status notification message with Group ID = 0

Conditions:
When VPWS (XC) PW is brought up, ASR9K sends PW Status TLV  with Group ID correctly in Label Mapping message to bring up the circuit.
When the VPWS (XC) PW is brought down (either by AC sub-interface or Physical port admin-down), ASR9K sends pw-status notification message with Group ID = 0
This discrepancy can cause inter-operability issue with 3rd party vendors.
There is no issue with Cisco products.
