Description (partial)

Symptom:
If you configure a value of 30 for delay restore on the Nexus 5500 switches, then after a reload it changes to 150. This is the expected behavior for L3 setup.

The behavior is the same for Nexus 5600 and Nexus 6000 platforms.

Conditions:
Nexus 5500 with an L3 module and license installed
